Ontario Tire Stewardship - Manager, Operations and Special Projects

 

Reporting to the Executive Director the Manager, Operations and Special Projects will plan and execute projects to enhance the operational efficiency and effectiveness of the Used Tires Program. These include projects to review the effectiveness of the allowances and incentives offered by OTS, operational reviews focused on tire handling as well as internal processes, and initiatives to develop and enhance markets for tire-derived products in-line with the hierarchy contained in the approved program plan.   

 

Responsibilities

 

The Manager, Operations and Special Projects will have responsibility for the following:

 

·       Oversees the Revenue and Claims processing functions

·       Supports the development of Revenue and Claims-focused reporting from OTS's data management and accounting systems

·       Lead and execute reviews of the allowances and incentives contained in the Plan

·       Lead development of an R&D strategy for OTS

·       Provide oversight of R&D projects and report on results through the OTS R&D Committee

·       Manage Stockpile abatement projects

·       Develop and maintain vendor qualification standards

·       Support initiatives designed to enhance OTS Operational effectiveness and efficiency

·       Communicate program design changes to Operational Stakeholders 

·       Participate in preparation of, and project adherence to, budgets and policies

·       Work on problems of a complex nature and develop solutions

·       Provide guidance to others, and work independently. 

·       Support on-going program risk assessments and prepare formal written reports to communicate results to management

·       Provide reporting on program results supporting the Program objectives

·       Exhibit critical thinking and sound professional judgment 

·       Other duties as assigned

 

Position Requirements

 

  • 5+ years of business process analysis experience, project management experience in a business process definition or re-engineering environment, and industrial costing experience
  • Finance / accounting experience an asset
  • Project management skills - effective consultation, interpersonal skills, prioritization of topics/issues, and organization.
  • Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
  • Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.
  • Adept at conducting research into project-related issues and products.
  • Strong understanding of business process and market principles
  • Strong written and verbal communication skills.

 

Specific duties and accountabilities for this role include:

1.      Business Process Analysis Skills

Analysis and Solution Definition

  • Quickly understands the business issues and data challenges of client's organization and industry.
  • Identifies client organization's strengths and weaknesses and suggests areas of improvement.
  • Reviews and edits requirements, specifications, business processes and recommendations related to proposed solution.

Project Execution

  • Assists in enforcement of project deadlines and schedules.
  • Takes input from supervisor and appropriately and accurately applies comments/feedback.
  • Communicates and applies project standards.
  • Manages resources in accordance with project schedule.
  • Understands the components of running a fiscally successful program.

 

  1. Financial Process Analysis Skills

·         accountable for the ongoing analysis of the costs and revenues associated with the operation of the scrap tire recycling industry in Ontario in accordance with the requirements and priorities of the Scrap Tire Program Plan to ensure that the incentives and allowances of the program are effective in achieving the objectives of the Plan;

·         Construct a data accumulation approach and systems for gathering and analyzing the above information

·         Report on periodic variances and their causes

·         Coordinate physical inventories and cycle counts to validate the participant information feeding the above costing analysis

·         Develop and defend recommended changes to program allowance and incentives

 

Salary : $70,000 - $90,000 plus benefits
